Chairman Wontumi seeks plea bargain in EXIM bank fraud trial
The Accra High Court has been notified that Ashanti Regional Chairman of the New Patriotic Party (NPP), Bernard Antwi-Boasiako, popularly known as Chairman Wontumi, has initiated discussions aimed at reaching a plea agreement in the criminal case brought against him over alleged financial improprieties involving the Ghana Export-Import Bank (EXIM Bank).
The Office of the Attorney-General formally informed the court of the development in a filing dated June 11, 2026, indicating that the first accused person had expressed interest in resolving the matter through the plea bargaining process provided under Ghanaian law.
According to court documents, the request was submitted by Mr. Antwi-Boasiako's legal representative, Andy Appiah-Kubi, in correspondence addressed to the Attorney-General on June 5, 2026. The notification was filed pursuant to Section 162C(3) of the Criminal and Other Offences (Procedure) Act, 1960 (Act 30).
The case involves Bernard Antwi-Boasiako, his brother Thomas Antwi-Boasiako, who is reportedly outside the jurisdiction, and Wontumi Farms Limited. The Attorney-General is prosecuting the matter on behalf of the Republic.
The notice, signed by Deputy Attorney-General Dr. Justice Srem-Sai, was subsequently forwarded to the High Court for the attention of the presiding judge.
Prosecutors allege that between 2018 and 2022, the accused persons secured more than GH¢14.3 million from EXIM Bank through alleged misrepresentations made in the name of Wontumi Farms Limited.
The prosecution further contends that Mr. Antwi-Boasiako submitted a purportedly falsified receipt to officials of the bank, which allegedly facilitated the approval of an additional GH¢4 million financial facility.
He is also facing allegations of benefiting from proceeds believed to have been unlawfully obtained, an accusation that underpins a separate money laundering charge.
State prosecutors further claim that the transactions under investigation resulted in financial losses exceeding GH¢30 million to EXIM Bank.
The court is expected to consider the plea bargain notification as proceedings continue, while discussions between the parties take place within the framework established by law.
