The Secretariat of the Ghana Ministers of State Excellence Honours has firmly dismissed claims that its awards are influenced by financial contributions, sponsorships, or monetary inducements, maintaining that all accolades are strictly merit-based.

The official disclaimer, released on Monday, June 8, 2026, emphasises that the scheme was designed to highlight leadership, innovation, and public service impact rather than operating as a transactional platform.

Transactional Concerns Raised

The Secretariat's statement was prompted by remarks from academic and public policy analyst Prof Michael Kpessa-Whyte.

Prof Kpessa-Whyte raised concerns regarding the integrity of the process, suggesting the awards could be perceived as transactional if nominees or recipients were expected to provide funding to secure recognition.

The debate surfaced immediately after the 6th edition of the Ghana Ministers of State Excellence Honours, which took place on Saturday, June 6, 2026, at the La Palm Royal Beach Hotel in Accra.

The event celebrated various state officials and public institutions for their roles in governance and structural development.

Independent Selection Process Maintained

Clarifying its operational boundaries, the Secretariat noted that its interactions with state bodies — including the State Interests and Governance Authority (SIGA) — constitute standard institutional collaboration and carry no weight in the selection of winners.

"No individual or institution is required to provide financial support in order to be considered for recognition, selected for an Honour, or receive an award," the Secretariat stated.

"Recognition decisions under the Honours remain independent of stakeholder engagements associated with the organization of the programme."

To reinforce its claim of objectivity, the organizing body pointed to the diverse political and institutional backgrounds of past recipients, stating this track record demonstrates a strictly non-partisan approach to honoring public service.
