The Economic and Organised Crime Office (EOCO) has arrested former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Edward Aboagye, also known as Miracles, in connection with ongoing investigations into alleged financial and procurement irregularities at the Secretariat.

In a statement issued on Monday, July 13, 2026, EOCO said the arrest follows investigations initiated after receiving a petition from the current Executive Secretary of IMCCoD requesting further probes into a forensic audit conducted on the affairs of the Secretariat between August 1, 2022 and February 2, 2025.

The investigations relate to suspected misappropriation, misapplication, diversion, and theft of public funds estimated at about GH¢55 million.

EOCO said Mr. Aboagye, former IMCCoD Accountant Gerald Appiah, and other persons are being investigated for suspected offences including conspiracy to steal and stealing, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false pretences, money laundering, and other related offences.

The anti-graft agency also disclosed that Mr. Appiah has voluntarily started refunding funds linked to the alleged offences under investigation.

EOCO, however, stressed that the recoveries do not conclude the investigations or absolve any of the suspects of possible wrongdoing.

According to the Office, new findings made last week regarding suspected fraud and theft involving Mr. Aboagye led to an operational plan to arrest him.

EOCO said Mr. Aboagye, who was already aware of the investigation and had previously visited the Office, was placed on a stop order a week ago to prevent any travel that could affect the investigation. However, the Office later discovered that he had already left the country.

Upon his arrival at the Kotoka International Airport on Saturday night, officers of the Ghana Immigration Service executed the stop order and handed him over to EOCO on Sunday morning.

He subsequently accompanied investigators during a search operation on Sunday, which EOCO said was expected to continue on Monday.

EOCO confirmed that Mr. Aboagye will be granted bail in accordance with the Constitution and the laws of Ghana, while Mr. Appiah is expected to complete his bail conditions and be released as investigations continue.

The Office reiterated its commitment to conducting the investigations professionally, impartially, and within the confines of the law, while respecting the constitutional rights of all persons involved.
