Paul Adom-Otchere challenges OSP’s asset declaration directive in court
Former Chairman of the Ghana Airports Company Limited (GACL), Paul Adom-Otchere, has filed a High Court application seeking to quash a directive from the Office of the Special Prosecutor (OSP) ordering him to declare his assets.
The directive, issued on August 4, 2025, forms part of an ongoing investigation into alleged corruption and corruption-related offences linked to a revenue assurance contract awarded to Evatex Limited.
In the court filing, Mr. Adom-Otchere’s legal team, led by former Attorney-General Godfred Yeboah Dame, argues that the OSP’s directive is unlawful, contravenes the Office of the Special Prosecutor Act, 2017 (Act 959), and amounts to an abuse of administrative power.
The suit seeks several reliefs, including:
A declaration that the OSP’s directive is unlawful and void.
An order quashing the asset declaration directive.
A prohibitory order restraining the OSP from detaining Mr. Adom-Otchere for non-compliance.
A declaration that the OSP’s actions constitute harassment.
The OSP’s investigation reportedly centres on possible irregularities surrounding the award and execution of the Evatex revenue assurance contract.
Mr. Adom-Otchere was earlier invited for questioning and temporarily detained after failing to meet bail conditions set by the OSP.
Through his lawyers, Mr. Adom-Otchere has accused the OSP of unfair targeting, alleging that the investigation is driven by his public criticism of the institution.
He also questioned the OSP’s investigative approach, citing what he described as undue pressure exerted on airport staff during interviews.
The High Court is expected to rule on the legality of the OSP’s directive and its implications for both the ongoing investigation and Mr. Adom-Otchere’s personal legal standing.
Observers note that the outcome could have far-reaching consequences for the interpretation of the OSP’s powers under Act 959 and the broader enforcement of asset declaration laws in Ghana.
