The Cabinet of Predisent John Mahama is currently in session to deliberate on the growing crisis confronting Ghana’s cocoa sector, amid mounting concerns over delayed payments to farmers and worsening financial pressures on the industry.

The emergency meeting, convened at the direction of the President, is expected to focus on immediate and long-term measures to stabilise the sector, which has long served as a backbone of the national economy and a key foreign exchange earner.

Once regarded as a global leader in cocoa production, the industry is now facing what observers describe as a “perfect storm” of internal management challenges and external market volatility.

Since November 2025, thousands of cocoa farmers across the country have reportedly supplied their produce without receiving payment, creating significant financial strain for households and cocoa-growing communities.

The Ghana Cocoa Board (COCOBOD), led by Chief Executive Officer Dr. Ransford Anertey Abbey, recently issued a formal apology to farmers, acknowledging a severe liquidity crisis that has disrupted payments to producers and other actors along the value chain.

The delayed payments have sparked anxiety about the sustainability of the sector, with stakeholders warning that prolonged uncertainty could undermine farmer confidence, reduce production, and threaten Ghana’s position on the global cocoa market.

Government officials say the Cabinet discussions will explore financing options and structural reforms to restore stability and ensure that farmers are paid promptly.
