Energy Minister reaffirms gov't’s commitment to revitalising Ghana’s upstream petroleum sector
The Minister for Energy and Green Transition, Mr. John Jinapor, has reaffirmed the government’s strong commitment to revitalising Ghana’s upstream petroleum sector through bold reforms, local content enhancement, and investor-friendly policies.
Speaking as the keynote speaker at the 2025 Local Content Conference and Exhibition, Mr. Jinapor acknowledged the sector’s recent challenges, including a 32% decline in oil production since 2019 and a slowdown in exploration activity. However, he assured industry stakeholders that decisive measures are being implemented to reverse the trend and restore investor confidence.
“Through regulatory reforms, fiscal incentives, gas development initiatives, and a renewed focus on local content, we are charting a new course for growth,” the Minister stated.
He emphasised that the government’s efforts are anchored on President John Dramani Mahama’s 'Reset Agenda', which seeks to strengthen key economic sectors and promote sustainable national development.
“In line with the President’s vision, these actions will revitalise our upstream petroleum industry and secure a sustainable, competitive energy future for Ghana,” Mr. Jinapor noted.
The Minister highlighted the government’s plan to deepen collaboration between international oil companies, local firms, and state institutions to enhance technology transfer, job creation, and value retention in the energy value chain.
Mr. Jinapor reaffirmed that Ghana’s upstream industry is undergoing a strategic renewal, with a focus on innovation, environmental sustainability, and transparency.
“Together, we will build a resilient, competitive, and future-ready energy economy that benefits all Ghanaians,” he concluded.
The 2025 Local Content Conference and Exhibition brought together policymakers, industry leaders, and stakeholders from across the energy value chain to discuss strategies for enhancing local participation and investment in Ghana’s oil and gas sector.
