Ghana retains global lead in GSMA 2025 Mobile Money Regulatory Index

Ghana has maintained its position as the world’s top-ranked country in mobile money regulation, according to the 2025 Mobile Money Regulatory Index published by the Global System for Mobile Communications Association (GSMA).

The country achieved an impressive overall score of 96.10 percent in the 2025 assessment, up from 95.06 percent recorded the previous year.

The latest ranking highlights Ghana’s continued leadership in building a strong and enabling regulatory environment for mobile money services.

The framework has supported the growth of digital financial services, expanded financial inclusion, and encouraged innovation within the country’s rapidly evolving digital economy.

The GSMA Mobile Money Regulatory Index evaluates the effectiveness of mobile money regulatory frameworks across 90 countries, measuring factors such as consumer protection, market competitiveness, licensing, and operational oversight.

The Bank of Ghana made this announcement in a statement dated February 20, 2026 

Ghana’s consistent top performance reflects its commitment to progressive policies and robust supervision of the mobile money ecosystem.

The ranking also reinforces the country’s status as a global benchmark for regulatory excellence in digital financial services.

The Bank of Ghana says it will continue to work closely with industry stakeholders to implement policies that sustain Ghana’s progress toward a fully inclusive and digitally empowered economy.
