Gov't starts collection of 'D-Levy' today
The implementation of the revised Energy Sector Levy (Amendment) Act, 2025 (Act 1141) officially comes into force today, Wednesday, July 16, 2025.
The Energy Sector Levy is also called Dumsor Levy (D-Levy) in Ghanaian parlance.
The new levy regime, announced by the government and being enforced by the Ghana Revenue Authority (GRA), follows an earlier postponement aimed at monitoring global market trends and preserving recent stability in domestic fuel prices.
According to authorities, the decision to activate the amended law was made after extensive consultations with the Ministries of Finance and Energy, and a comprehensive review of current economic conditions.
Officials say the timing is part of broader efforts to stabilise the economy while closing funding gaps within the energy sector.
Under the revised legislation, rates under the Energy Sector Shortfall and Debt Repayment Levy (ESSDRL) have been increased across several petroleum products.
The adjustments are intended to enhance revenue mobilisation to help clear legacy debts and support critical investments in energy infrastructure.
