Mid-Year Budget Review: Ghana collected more taxes in 2025 even after abolishing E-Levy & other nuisance taxes – Ato Forson

Finance Minister, Dr. Cassiel Ato Forson says the government's decision to abolish several "nuisance taxes” including the Electronic Transfer Levy (E-Levy) and the 10% Betting Tax has not come at the expense of domestic revenue mobilisation.

Presenting the 2026 Mid-Year Budget Review in Parliament, Dr. Forson said the government fulfilled its pledge to scrap taxes that placed an unnecessary burden on households and businesses while introducing major customs reforms to strengthen tax compliance and improve revenue administration.

According to him, Ghana recorded stronger tax performance despite eliminating multiple taxes and introducing no new ones. 

He disclosed that non-oil tax revenue increased from 12.6 percent of GDP in 2024 to 13.1 percent in 2025, representing a 0.5 percentage-point increase.

"In essence, Ghana collected more taxes in 2025 even after abolishing multiple nuisance taxes including the E-Levy," the Finance Minister told Parliament.

Dr. Forson attributed the improvement to better policy choices, stronger compliance measures and smarter revenue administration, arguing that efficient tax collection, not higher taxes, is the key to boosting government revenue.

He said the latest figures demonstrate that sound economic management can increase revenue while easing the tax burden on citizens, reaffirming the government's commitment to building a more efficient, fair and growth-oriented tax system.
