Parliament reintroduces Human Sexual Rights and Family Values Bill for debate

Parliament has once again taken up the Human Sexual Rights and Family Values Bill, 2025 — popularly referred to as the Anti-LGBTQI+ Bill — officially paving the way for debate in the House.

The Speaker of Parliament, Alban Sumana Bagbin, has instructed the Business Committee to programme the proposed legislation for consideration, after determining that it meets the constitutional and procedural thresholds required for its reintroduction.

His ruling was anchored on Standing Order 187(2), which mandates the speaker to notify the House on whether a private member’s bill is consistent with Article 108 of Ghana’s 1992 Constitution before it is admitted for introduction.

The bill’s return to the Order Paper represents a significant milestone in the legislative process, particularly given the intense national and international conversations that surrounded its earlier passage.

After the inauguration of the Ninth Parliament, Speaker Bagbin forwarded the proposed law to the Office of the Attorney-General and the Ministry of Justice on January 28, 2025, for legal scrutiny.

The Attorney-General responded with its comments on April 7, 2025, and those observations were subsequently transmitted to the sponsors of the bill for their attention.

Further examination was undertaken by the Committee on Private Members’ Bills and Private Members’ Motions, which unanimously concluded that the proposal was eligible to be formally introduced in the House.

With the procedural hurdles now cleared, attention shifts to the anticipated debate, which is expected to once again draw strong reactions from various sections of Ghanaian society.
