Tension mounts in Effutu over A-Plus’ digital land App as chiefs reject ‘litigation-free’ claims
Tension is rising in parts of the Effutu Municipality in the Central Region amid accusations that the Independent Member of Parliament for Gomoa Central, Kwame Asare Obeng, popularly known as A-Plus, is using a digital land acquisition platform to unlawfully appropriate Effutu lands under the guise of development.
At the centre of the controversy is the Digital Land Acquisition and Management Platform (DILAP), an application reportedly developed under the Gomoa Central Special Economic Zone (GCSEZ).
The platform was unveiled during the official launch of the GCSEZ on October 22, 2025, at the Kempinski Hotel in Accra, an event attended by high-ranking officials, including Speaker of Parliament Alban Bagbin and Presidential Advisor on the 24-Hour Economy, Goosie Tanoh.
At the launch, promoters of the initiative indicated that “litigation-free” lands had been secured for schools, industries, logistics hubs, and commercial projects.
DILAP was presented as a transparent digital tool through which investors could browse available lands, make payments, and track projects from acquisition to construction without intermediaries.
However, Effutu traditional leaders and residents have strongly disputed these claims.
In a petition dated January 9, 2026, addressed to President John Dramani Mahama, Ebusuapanyin William De-Carthia of the New Winneba Tumpa Anona Royal Family—who also serves as Assembly Member for the Ndaamba Electoral Area—accused the MP of attempting to use the platform to legitimise what he described as illegal land acquisition.
According to the petition, tensions escalated on January 8, 2026, when A-Plus allegedly led a combined team of military and police personnel onto Effutu lands along the Winneba–Cape Coast Road.
The petitioner claims Effutu youth were assaulted during the incident, which he described as an attempt to forcibly take possession of the land and a “blatant disregard for the rule of law.”
The petition further recalls that during the 2024 election campaign, A-Plus promised constituents in Gomoa Central that he would reclaim lands he claimed belonged to Gomoa but were occupied by Effutu communities.
Since his election to Parliament, he has been accused of pursuing that agenda aggressively, a situation the petition characterises as a “declaration of war” against the Effutu people.
Additional allegations include claims that the MP, accompanied by alleged thugs, has laid claim to lands along the Winneba–Cape Coast Road and at one point brandished a firearm at an Effutu youth leader, David Kofi Amoah, also known as “Cash.” These claims have not been independently verified.
Residents and traditional authorities in Effutu have questioned both the legality and propriety of the DILAP initiative.
They argue that land acquisition in Ghana, particularly stool and family lands, requires direct engagement with chiefs, elders, and land-owning families rather than transactions conducted through a mobile application.
“Even established estate developers do not use apps to acquire stool lands,” one resident said. “You must engage traditional authorities. You cannot download land.”
Others have raised concerns about a potential conflict of interest, questioning why a sitting Member of Parliament would be directly involved in a land sales platform.
“His mandate is to legislate and represent the people, not to sell land,” another community member noted.
The petition insists that the lands listed on DILAP as litigation-free are, in fact, part of extensive lands belonging to the Effutu State and are subject to longstanding ownership claims.
It further alleges that the MP only sought to involve central government and state security agencies after Effutu youth resisted attempts by him and purported buyers to take possession of the land.
Traditional leaders cited in the petition also rejected the digital land acquisition model, stressing that genuine investors must physically engage chiefs and land-owning families and follow customary processes.
“The chiefs want investors to come, sit down, and follow tradition,” the petition states. “Not to hide behind an app created by a politician with vested interests.”
As of the time of filing this report, A-Plus had not publicly responded to the allegations.
Efforts to reach him for comment were unsuccessful.

RE: URGENT UNLAWFUL ATTEMPT TO POSSESS EFFUTU LAND AND
ASSAULT ON EFFUTU YOUTH
I am writing to bring to your attention, as the Head of Family of the New Winneba of
the Tumpa Anona Royal Family of Winneba and an Assembly Member of the Ndaamba
Electoral Area of the Effutu Municipality, a disturbing incident that occurred on January
8, 2026, involving A-Plus (Kwame Asare Obeng), the Independent Member of
Parliament for Gomoa Central.
A-Plus led a group of Military and Police Officers to attack and assault Effutu Youth on
Effutu land in an attempt to unlawfully possess it, showing a clear disregard for the rule
of law and an affront to the dignity of the Effutu people.
During the 2024 General Election, A-Plus promised the people of Gomoa to reclaim
land allegedly belonging to Gomoa but occupied by the Effutu people. After winning
the parliamentary seat, he's been declaring war against the Effutu people in favor of the
Gomoa people.
A-Plus, along with thugs, started unlawfully claiming Effutu lands along the WinnebaCape Coast Road and even pulled a gun on David Kofi Amoah (a.k.a. Cash).
In his unlawful possession, A-Plus registered portions of Effutu land in the Gomoa
Central Special Economic Zone (GCSEZ), launched on October 22, 2025, at the
Kempinski Hotel, with notable attendees including Hon. Kingsford Alban Sumana
Bagbin (Speaker of Parliament) and Hon. Goosie Tanoh (Presidential Advisor on 24-
Hour Economy).
It was projected during the launch that A-Plus has secured litigation-free land
designated for schools, industries, logistics, and commerce to facilitate investor
participation. An app, DILAP, was created for a digital land acquisition and
management system, enabling investors to browse available lands, make payments, and
access real-time updates on their projects from acquisition to construction without
relying on middlemen.
Your Excellency, upon discovery, the Effutu Youth physically resisted A-Plus and his
buyers from possessing Effutu lands. After failing to override the youth, A-Plus changed

his approach by involving the Ghana Government, disguising his actions as
infrastructure development.
The lobbying for government participation is not of positive intent; A-Plus wants to use
the government and state security to cover his illegal land sales.
I categorically state that the land A-Plus has illegally registered along the Winneba-Cape
Coast Road forms part of large tracts of land belonging to the Effutu State and is not
litigation-free as he claimed.
BRIEF HISTORY
Winneba, in the 14th Century, the Effutu people in two companies headed by two
captains Tumpa and Edwe, migrated from Takyiman and founded Amanforo, from
there, they further migrated and finally settled at Dwoma, also known as Edwenemba
(meaning Followers of Edwe) or Mumford, near Apam.
As the population at Dwoma grew, putting pressure on the available resources, including
water, Tumpa’s company set out in search of reliable water source proceeded further
east and discovered first the Muni Lagoon on Wednesday, but finding its waters salty
and unsuitable for consumption, he pressed on until he reached the Ayensu River on a
Friday, which he found to be not only drinkable, but also teaming with life, and later
discovered the Bombirto River at New Winneba. Between these three waters, Tumpa
finally founded the present town of Winneba. These are facts are documented and
gazetted at page 3 and 4 in the Ghana Government Gazette No. 117 of 1959.
Your Excellency, we, the Winneba people, are designated as Simpafo or Effutufo. We
are chiefly fishermen, warlike in character, with traditional war implements including
arrows. Our traditional currency was cowries, and the language spoken is Effutu.
The issue of title to the disputed land is res judicata in favor of the Effutu State, as
determined by courts of competent jurisdiction. Judgments have been given in respect
of the land in:The District Commissioner's Court at Winneba in 1907.

b. The Supreme Court of the Gold Coast, Central Judicial Division, Land Court,
Cape Coast, on Thursday, the 18th day of November, 1954
c. The West African Court of Appeal, Gold Coast Session
Your Excellency, the following cases are currently pending before the Winneba High
Court:

A-Plus's actions are a blatant attempt to prejudice the court's proceedings, undermine
the rule of law, and illegally sell Effutu lands to enrich himself and his immediate
family.
I have attached a screenshot of A-Plus’s WhatsApp Status statement, affirming the
attack and assault on Effutu Youth, for your reference.
Given the seriousness of the incident and allegations, I'm requesting your intervention
to:
a. Investigate the incident and ensure justice is served
b. Look into A-Plus's alleged acquisition and misuse of government resources
c. Protect the Effutu Youth and our lands
d. Ensure A-Plus respects the court's proceedings and doesn't interfere with the
administration of justice
