GRA to allocate confiscated food consignments to School Feeding Programme
The Ghana Revenue Authority (GRA) has announced plans to allocate 18 confiscated transit food consignments to the National School Feeding Programme to support the government's efforts to improve food security.
The decision follows the interception of 18 trucks carrying 44,055 packages of undeclared food items, including cooking oil, tomato paste and spaghetti, during an overnight enforcement operation along the Dawhenya–Tema road in February this year.
According to the GRA, investigations uncovered falsified trade documents and false declarations regarding the destination of the consignments.
Speaking at a press briefing on 7 July 2026 after investigations by the Customs Division, Commissioner-General Anthony Kwasi Sarpong said documents obtained from the Togolese Customs Authority showed the goods had originated from Malaysia and Indonesia and were shipped through the Port of Lomé.
He explained that the consignments were destined for two Ivorian companies in Abidjan, Côte d'Ivoire, contrary to declarations made in Ghana indicating that the cargo was in transit to Niger.
"We identified falsified trade documentation and the misdescription of the destination. The export documents we obtained from the Togolese Customs show the cargo originated from Malaysia and Indonesia, was discharged at the Port of Lomé and consigned to two Ivorian companies for delivery to Abidjan, Côte d'Ivoire, and not Niger as was declared at the Ghana side," he said.
Mr Sarpong confirmed that the consignments had been confiscated by the state because of the findings of the investigation.
He said the Ministry of Finance had directed the GRA to allocate the food items to the National School Feeding Programme for distribution to beneficiary schools.
"We affirm the confiscation of the consignment, as we announced at the time they were intercepted in February. Based on the findings, the items will be confiscated to the state in view of the grievous nature of the findings. Under the direction of the Ministry of Finance, GRA is allocating the consignment to the National School Feeding Programme in support of a national cause," he added.
Meanwhile, the GRA said four officers found to have been involved in the diversion of the trucks have been interdicted and are undergoing disciplinary proceedings.
