Bagbin sworn-in as Speaker of 9th Parliament
Alban Kingsford Sumana Bagbin has officially been sworn- in as the Speaker of the 9th Parliament of the Fourth Republic of Ghana.
The ceremony, held on January 7, 2025, followed his endorsement by President-elect John Dramani Mahama, marking Bagbin’s continued leadership in Ghana’s parliamentary affairs.
The swearing-in cements Bagbin’s legacy as a central figure in the nation’s legislature, having previously served as Speaker during the 8th Parliament.
Parliamentary Proceedings
The session began with Cassiel Ato Forson, the newly confirmed Majority Leader, nominating Bagbin for the Speaker role. Forson stated, “I move that Hon Alban Bagbin do take the chair of this House as the Speaker of the 9th Parliament.”
The motion was seconded by Minority Leader Alexander Afenyo-Markin, who raised concerns over the nomination process, citing insufficient consultation by the President-elect. However, the Clerk of Parliament, Ebenezer Ahumah Djietror, dismissed these concerns as irrelevant to the formalities.
Chief Justice Gertrude Esaaba Torkornoo administered the Oath of Office to Bagbin, officially confirming his position.
In his acceptance speech, Bagbin emphasized unity and pledged impartiality in steering the affairs of the House.

Alban Bagbin’s career spans decades of dedicated service in law, governance, and parliamentary leadership.
Education and Early Career
Attended Sombo R.C. Primary and Wa Secondary Schools. Earned an Advanced Level Certificate from Tamale Secondary School in 1977. Graduated from the University of Ghana School of Law in 1980 and was called to the Bar in 1982. Holds certifications in privatization and governance from ESAMI, Tanzania, and GIMPA, Ghana.
Legal and Administrative Roles
Worked with the Ghana Statistical Service, State Hotels Corporation, and as an external solicitor for various clients. Established the Law Trust Company, serving as Managing Partner.
Parliamentary and Ministerial Experience
Elected MP for Nadowli in 1992, serving for 28 years. Chaired key parliamentary committees, including Public Accounts and Constitutional Affairs. Held leadership roles as Minority Leader, Majority Leader, and 2nd Deputy Speaker. Served as Minister for Water Resources, Works, and Housing, and later as Minister for Health.
International and Advisory Roles
Represented Ghana in the Africa-Caribbean-Pacific Group, EU Joint Parliamentary Assembly, and Global Organization for Parliamentarians Against Corruption. Held positions on the boards of Ghana Ports and Harbors Authority, Civil Aviation Authority, and National Media Commission.

Elected Speaker of the 8th Parliament in 2021, becoming a key figure in legislative leadership. Past President of the Commonwealth Parliamentary Association and the Conference of Speakers in Africa.
