NPA warns against unlicensed petroleum storage and marketing

The National Petroleum Authority (NPA) has cautioned individuals and businesses engaged in unlicensed petroleum-related activities to desist immediately or face strict enforcement actions.

In a public notice issued on Tuesday, 12th August 2025, the Authority cited Section 11 of the NPA Act, 2005 (Act 691), which prohibits any person from engaging in downstream petroleum activities without a valid license.

These regulated activities include the import, export, re-export, shipment, transportation, processing, refining, storage, distribution, marketing, and sale of petroleum products such as crude oil, gasoline, diesel, LPG, and kerosene.

The NPA emphasised that licensing eligibility is restricted to Ghanaian citizens or foreign companies operating in registered joint ventures with Ghanaian partners, in compliance with local content requirements.

All licenses, the Authority stressed, must be prominently displayed on business premises.

The statement warned that offenders risk having their operations locked up and facilities decommissioned.

“Failure to acquire licenses will result in the locking up of illegal outlets and decommissioning of operations,” the NPA said.

Members of the public have been urged to report suspected illegal petroleum activities via the Authority’s hotlines or through its official website.
