Nii Ayikoi Otoo: Lawyer, statesman and leading voice for Ga-Dangme advocacy
A senior member of the New Patriotic Party (NPP), Nii Ayikoi Otoo has carved out a distinguished career spanning law, politics, diplomacy and community leadership, while emerging as a prominent advocate for the Ga-Dangme people.
Born in Mamprobi in the Greater Accra Region to E.K.A. Otoo and Emelia Otoo, he received his early education at Ebenezer Secondary School in Accra and Fijai Secondary School in Sekondi.
He later enrolled at the University of Ghana, Legon, graduating with a law degree in 1979 before proceeding to the Ghana School of Law. He was called to the Ghana Bar in 1981.
After national service and a brief stint in Nigeria, Nii Ayikoi Otoo joined the Accra-based firm Adamafio & Associates, where he practised for more than two decades. In the early 2000s, he founded Otoo & Associates (Leo Chambers) in Laterbiokorshie, building a reputation for handling high-profile cases featured in the Ghana Law Reports and Supreme Court Law Reports.
His leadership within the Ghana Bar Association (GBA) included serving as Secretary and later President of the Greater Accra Regional Bar Association for three consecutive terms between 1998 and 2001. He also worked alongside Nana Akufo-Addo on the National Council of the GBA.
He has served on several statutory bodies, including the Greater Accra Regional Lands Commission and the Judicial Council of Ghana, and chaired the Legal Service Board.
On February 1, 2005, he was appointed Attorney-General and Minister of Justice by then-President John Agyekum Kufuor, serving until April 2006. During his tenure, he led Ghana’s delegations in several international arbitration proceedings.
In March 2017, he was appointed Ghana’s High Commissioner to Canada by President Nana Akufo-Addo, serving until 2021. His diplomatic tenure was marked by strengthened bilateral relations and active engagement with the Ghanaian diaspora.
Within the NPP, Nii Ayikoi Otoo has chaired the party’s Constitutional Committee and served on its presidential primary vetting committee. In 2022, he announced a bid for the position of National Chairman but later withdrew ahead of the delegates’ conference.
He remains an influential political commentator, frequently contributing to national discourse on television and radio.
Beyond his professional and political roles, Nii Ayikoi Otoo is widely recognised as a leading advocate for the Ga-Dangme people. In January 2023, he assumed leadership as President of the GaDangme Council, a non-governmental body established to promote socio-economic development, safeguard indigenous lands and preserve cultural heritage.
Under his stewardship, the Council has pursued initiatives including the standardisation of “Oobakɛ” as a shared greeting across Ga and Dangme communities, the acquisition of provisional frequencies for community radio stations broadcasting in local languages, and the launch of a scholarship scheme in partnership with the University of Professional Studies, Accra (UPSA) to support qualified Ga-Dangme students.
The Council has also facilitated community development projects, including health outreach programmes and support for infrastructure such as a maternity block at Prampram Hospital.
In February 2026, he sparked national debate by proposing that Ghana’s main international airport, Kotoka International Airport, be renamed after a distinguished Ga chief or personality to reflect the heritage of the indigenous people on whose land it stands.
In 2025, Nii Ayikoi Otoo served as lead counsel in notable judicial matters, including representing former Chief Justice Gertrude Torkornoo.
He continues to speak on national issues, including governance and environmental concerns, while maintaining a strong focus on Ga-Dangme advocacy.
Through decades of service in law, politics and diplomacy, Nii Ayikoi Otoo has combined professional excellence with cultural stewardship, reinforcing his standing as a key figure in both national development and indigenous advocacy.
