Civil Society Organisations (CSOs) have lauded the Ministry of Gender, Children, and Social Protection (MoGCSP) for its pivotal role in the successful passage of the Affirmative Action Bill.

However, they are now calling for urgent steps to ensure the swift and effective implementation of the new law.

The CSOs made the call during a stakeholder engagement on the implementation of the Affirmative Action Law, organised by CDD-Ghana.

While commending the Ministry’s ongoing efforts, they stressed the need for the immediate establishment of a Gender Equity Committee to oversee the implementation process and ensure adherence to the law’s provisions.

Participants also highlighted the importance of passing a Legislative Instrument (L.I. 1121) to operationalise key aspects of the law.

They expressed concern that without the L.I., enforcement may be limited and the impact diluted.

Speaking to the media, Mrs. Sheila Minkah-Premo, Convenor of the Affirmative Action Law Coalition, emphasised that the law must apply to both public and private sectors.

She noted the need for private institutions to develop clear gender policies that promote inclusivity and equitable participation.

“The law as it stands is somewhat weak—it lacks sanctions or penalties for non-compliance,” Mrs. Minkah-Premo said. “This must be addressed through possible amendments or accompanying regulations to ensure full compliance and accountability.”

Representing the Minister for Gender, Children, and Social Protection, programs officer Mr. Isaac Mensah appealed for continued collaboration from all stakeholders.

He reiterated the Ministry’s commitment to ensuring gender equity for all Ghanaians.

“It is important that we build a country where every man, woman, boy, and girl has the opportunity, platform, and power to lead and succeed,” Mr. Mensah stated.

He also revealed that various institutions had been requested to nominate representatives for the implementation process. The compiled list, he said, has been submitted to the Office of the President for review and approval.

The Affirmative Action Law aims to promote gender balance in decision-making spaces, empower women, and ensure equal opportunities across sectors.
