Minority questions inclusion of Clause 9 in Anti-LGBTQ Bill
The Minority Caucus in Parliament has questioned the inclusion of Clause 9 in the Human Sexual Rights and Family Values Bill, widely referred to as the anti-LGBTQ+ Bill, arguing that the provision did not undergo adequate consideration during the committee stage.
Although Parliament approved the legislation on Friday, May 29, 2026, Minority members contend that the amendment introduced under Clause 9 marks a substantial departure from the bill’s earlier versions and has sparked concerns about the process that led to its adoption.
Speaking to journalists today co-sponsor of the bill and Assin South MP, Reverend John Ntim Fordjour, expressed strong reservations about the amendment, describing it as both problematic and procedurally flawed.
According to him, the changes contained in Clause 9 were absent from the original draft and were inserted without undergoing the level of scrutiny ordinarily expected during committee deliberations.
He further insisted that the amendment, which introduces a new sub-clause, was never part of earlier drafts and was not discussed when sponsors of the bill met the committee.
“This is a major betrayal and an unpardonable, unconscionable attempt by the NDC to scam all Ghanaians. That is why I stood up with my colleagues, Honorable Asafo-Adjei and others, to draw attention to what we believe are alien and counterproductive insertions being smuggled into the bill,” he said
Clause 9 of the bill focuses on “LGBTQ+ propaganda, advocacy, support and other promotional activities,” and outlines a range of prohibited actions considered to promote LGBTQ+ content. These include the production, procurement, marketing, broadcasting, dissemination, publication, or distribution of materials deemed to encourage such activities.
Under the proposed law, individuals found guilty of promoting LGBTQ+ activities could face a prison sentence of more than five years.
