The leadership of the National Service Personnel Association (NASPA) has clarified that the GHS60 deduction from National Service Personnel allowances for a capacity building programme is an initiative of the association, not the National Service Authority (NSA).

In a statement, NASPA said the clarification was necessary to address misinformation and to help personnel understand the purpose, legality and benefits of the programme.

According to the association, the NASPA Capacity Building Programme began in February 2026 following official communication from NASPA Headquarters through its official channels. The programme was introduced as part of NASPA's commitment to equip National Service Personnel with practical skills, career readiness training and professional development support as they prepare for life after national service.

NASPA explained that the deduction was not an unexplained charge, noting that it had been agreed upon by the NASPA Council and communicated before implementation.

"The deduction is therefore not an unexplained charge as it was agreed upon by the NASPA Council and communicated accordingly, prior to implementation," the statement said.

It added that the deduction represents an initial payment towards the cost of training, coordination, facilitation, logistics, certification and the continued rollout of the programme nationwide.

The association said the programme is still ongoing, with mop-up training sessions to be organised across all regions and districts to ensure all service personnel benefit.

While acknowledging concerns raised whenever deductions are made, NASPA maintained that such deductions are necessary for it to fully deliver on its mandate of safeguarding the development and interests of National Service Personnel. The association said it is exploring alternative funding options, including donor support, for future programmes so that members would not have to pay from their allowances.

"While we continue to explore those options however, we appeal to all Service personnel to cooperate with us and assure all that this initiative is intended to serve their interests by boosting their employability, confidence, professional exposure and readiness for the job market," the statement said.

NASPA reaffirmed its commitment to transparency, accountability and value delivery, promising to continue engaging personnel, providing explanations and ensuring the programme serves its intended purpose. It encouraged National Service Personnel to remain calm and take advantage of the programme for their personal and professional development.

The association added that its leadership is working towards establishing a helpline to make it easier for personnel to reach NASPA with complaints or enquiries.

"NASPA remains focused on welfare, development and advocacy for all National Service Personnel," the statement concluded.
