OSP begins probe into alleged corruption at scholarship secretariat, invites petitioners

The Office of the Special Prosecutor (OSP) has begun investigations into alleged corruption at the Ghana Scholarship Secretariat following a petition filed by the Positive Transparency and Accountability Movement-Ghana (PTAAM-GH).

On September 16, 2025, leaders of PTAAM-GH were invited to the OSP headquarters to provide further details on their petition, which was originally submitted in April 2024. 

The group’s president, Ebenezer K. Havor, and the president of BITAN, appeared before the anti-graft body for discussions.

Mr Havor, in an interview on September 19, 2025, confirmed that the OSP took their statement and assured them of a thorough probe into the matter. 

“We had a fruitful discussion based on the petition.

The OSP assured us that they will conduct a deep investigation into the matter to establish whether or not there is wrongdoing within their jurisdiction,” he stated.

PTAAM-GH’s petition, dated April 10, 2024, cited sections 2(a) and 3(1)(g) of the OSP Act, 2017 (Act 959), and urged the Special Prosecutor to investigate alleged irregularities in the disbursement of scholarships under Registrar Kingsley Oppong Agyeman.

The petition was prompted by investigative reports from The Fourth Estate and audio recordings published by Joy FM, which uncovered instances of double sponsorships and alleged misuse of public funds.

One case involved Dr Denn Addo, who allegedly received US$50,031 from the Scholarship Secretariat for postgraduate studies, despite reportedly benefiting from additional undisclosed sponsorship. 

PTAAM-GH stressed that such practices, if proven, amount to corruption and deprive deserving students of opportunities.

“These issues ought to be investigated by your noble office as soon as possible to stop any future misappropriation and mismanagement of our limited resources,” the petition read.

The civil society group further urged that the Registrar of the Scholarship Secretariat step aside at that time to prevent potential interference in the ongoing investigation.
