Ofori-Atta petitions CID to investigate Justice Yoni Kulendi and Richard Jakpa over alleged interference in Ato Forson trial
A Ghanaian citizen, Mr. Daniel Marfo Ofori-Atta, has formally petitioned the Criminal Investigations Department (CID) of the Ghana Police Service to investigate Supreme Court Justice Yonni Kulendi and Mr. Richard Jakpa, Director of Operations at the National Security Council, over allegations of conspiring to interfere with the administration of justice.
In his petition, dated 29th September 2025 and addressed to the CID Director-General, Mr. Ofori-Atta alleged that Justice Kulendi and his cousin, Mr. Jakpa, attempted to obstruct the prosecution of Mr. Jakpa in the ongoing case titled Republic v. Cassiel Ato Forson & 2 Others.
According to the petitioner, from the very first day of the trial in January 2023, Mr. Jakpa sought the intervention of Justice Kulendi to influence the then-Attorney General, Mr. Godfred Yeboah Dame, with the aim of securing his release or eventual acquittal.
Mr. Ofori-Atta further cited court proceedings in June 2024, which revealed that Mr. Jakpa admitted under cross-examination to obtaining Mr. Dame’s phone number from Justice Kulendi, after which he sent 68 WhatsApp messages to the then Attorney-General — to which only two replies were made.
The petition also claims that Justice Kulendi arranged several private meetings at his residence between Mr. Dame and Mr. Jakpa, allegedly to pressure the Attorney-General into halting the prosecution or ensuring a no-case submission in favour of Mr. Jakpa.
“These actions, if proven, amount to a deliberate conspiracy to interfere with legal proceedings and could constitute criminal offences under Act 29,” Mr. Ofori-Atta stated.
The petitioner attached several documents to support his claims, including WhatsApp communications between Mr. Jakpa and Mr. Dame, as well as certified records of proceedings from the trial in June 2024.
He expressed his readiness to assist the CID with additional evidence.
The petition calls on the CID to launch a full-scale investigation into the conduct of both Justice Kulendi and Mr. Jakpa, with a view to taking prosecutorial action if warranted.
As of press time, neither the Judiciary nor the National Security Council had publicly responded to the allegations.
