Reconsider draft bill proposing to merge VRA, ECG, others – IES tells gov’t

The Institute for Energy Security (IES) has urged government to reconsider a controversial draft bill that proposes major changes to the country’s power sector.
The draft bill, suggests merging the Volta River Authority (VRA) with the Bui Power Authority, combining the Electricity Company of Ghana (ECG) with the Northern Electricity Distribution Company (NEDCo), and creating an independent Thermal Power Authority.
The VRA Staff Groups have voiced strong opposition to the proposed restructuring, arguing that it could negatively impact the power sector and undermine the VRA’s effectiveness.
A statement issued by the IES signed by its Executive Director, Nana Amoasi VII, on Sunday, 8 September 2024, highlighted the potential risks of the proposed changes.
“While the proposed merger and restructuring of Ghana’s power sector may have its proponents, we believe that the risks far outweigh the benefits in its current form,” the statement noted.
It emphasised the importance of reinforcing the existing institutions rather than dismantling them.
“The focus should be on stabilising and strengthening the existing institutions such as the VRA, Bui Power Authority, ECG, and NEDCo, rather than dismantling them,” the statement added.
The IES therefore called on government to rethink the draft bill and pursue alternative solutions that will safeguard Ghana’s energy security, affordability, and long-term sustainability.
