Mahama outlines 120-day social contract: What’s been achieved and what’s still pending

President John Dramani Mahama has wasted no time in setting his administration in motion, achieving several major milestones within the first 90 days of his return to office.

The government has so far fulfilled a significant portion of its early pledges, with a clear focus on transparency, efficiency, economic recovery, and social inclusion.

According to updates from the Presidency, the government has already nominated its full list of Cabinet Ministers within 14 days of assuming office and constituted what it describes as the leanest and most efficient government under the Fourth Republic.

A comprehensive Code of Conduct and Standards for all government officials has also been established, aiming to ensure integrity and accountability across public service.

On the economy, President Mahama convened a National Economic Dialogue to assess the true state of the economy and chart a home-grown fiscal consolidation programme that will serve as the foundation for the upcoming national budget.

In a bid to ease the burden on citizens and businesses, the government has scrapped a number of controversial taxes, including the E-levy, COVID levy, 10% levy on bet winnings, and the Emissions Levy.

Efforts are also underway to review taxes on vehicles and equipment imported for industrial and agricultural use.

The government has commenced preparations to roll out its flagship 24-Hour Economy Policy, with a bill currently before Cabinet and related legal amendments already drafted.

Multiple government agencies have already adopted the 24-hour operational model, including:

The Ghana Investment Promotion Centre (GIPC), which launched a 24-hour premium service.

The Ministry of Foreign Affairs, now offering 24-hour passport services.

The Driver and Vehicle Licensing Authority (DVLA), set to open a 24-hour office at Adenta on May 7.

The Youth Employment Agency (YEA) is launching the Graduates in Corporate Support (GRICs) initiative to attach graduates to businesses aligned with the 24-hour policy.

The Ministry of the Interior is in talks with the Ghana Police Service to establish dedicated 24-hour police units.

As part of its economic transformation agenda, the government has established the Accelerated Export Development Council (AEDC) to boost non-traditional exports.

In the education sector, a national consultative conference has been convened to build consensus on necessary reforms.

Furthermore, the administration has implemented the ‘No-Academic-Fee’ policy for all first-year students in public tertiary institutions and introduced free tertiary education for persons with disabilities.

The Ghana Medical Care Trust Fund, also known as MahamaCares, has been introduced to expand access to healthcare, and the government has begun the distribution of free sanitary pads to girls in public primary and secondary schools.

On the issue of public accountability, inquiries and forensic audits into matters of national concern—including the banking sector collapse and the National Cathedral project—are ongoing.

The Attorney-General is expected to brief the media soon on pending charges.

In a move to curb corruption, a government-wide policy banning political appointees from purchasing state assets has been implemented, and reminders are being circulated by the Chief of Staff.

Additionally, the government has allocated seed capital for the establishment of the Women’s Development Bank and launched priority job creation initiatives, such as the Advumawura programme, with more details expected in the 2025 budget.

Finally, the review of the Customs (Amendment) Act 2020—which currently bans the importation of salvaged vehicles—is in progress, with stakeholder consultations already concluded and recommendations submitted to the Ministry of Finance.

President Mahama’s administration appears determined to deliver on its promises swiftly, setting the tone for what could be a transformative tenure.
