Dr Cassiel Ato Forson to present 2026 Mid-Year Budget Review on July 23
Minister for Finance Dr Cassiel Ato Forson, is scheduled to present the 2026 Mid-Year Budget Review to Parliament on Thursday, July 23, 2026.
The announcement was made on the floor of Parliament on Tuesday, July 14, 2026, by Kweku Ricketts-Hagan, the Deputy Majority Leader, during the presentation of the upcoming week's legislative business statement.
What to Expect from the Review
The Mid-Year Budget Review is a key policy presentation that allows the government to check on its financial progress and make adjustments for the rest of the year. During the session, Dr Forson is expected to:
- Review First-Half Progress: Assess how well the country's economy performed during the first six months of 2026.
- Track Budget Spending: Provide an update on how the funds allocated in the main 2026 budget have been spent.
- Propose Adjustments: Outline any necessary changes to tax or spending plans to keep the economy stable.
The final presentation is subject to Parliament’s schedule and will proceed after the Finance Minister briefs Cabinet and President John Dramani Mahama on the proposals.
Pivoting Toward Growth and Managing the IMF Programme
The 2026 mid-year statement is widely expected to focus on moving Ghana beyond simple economic stabilisation. Instead, the government aims to lay out a clear path for job creation, higher productivity, and private sector-led growth while maintaining strict spending discipline.
Additionally, the finance minister is expected to provide an update on Ghana's relationship with the International Monetary Fund (IMF). This will highlight the completion of the country's Extended Credit Facility (ECF) bailout programme and the planned transition to the IMF's Policy Coordination Instrument (PCI) to help guide Ghana’s economic policies moving forward.
