Ghana signs Bilateral Debt Restructuring Agreement with Spain

The Government of Ghana has signed a Bilateral Debt Restructuring Agreement with the Kingdom of Spain, marking the fifth such accord under the country’s official creditor framework.

The agreement, aimed at restoring debt sustainability and supporting Ghana’s economic recovery, was signed by the Minister for Finance, Dr. Cassiel Ato Forson, on behalf of the Republic of Ghana, and by H.E. Ángel Lossada Torres-Quevedo, the Spanish Ambassador to Ghana, on behalf of the Government of Spain.

This latest deal follows similar agreements concluded with China Exim Bank, France, Finland, and the United Kingdom, as part of Ghana’s broader debt restructuring programme.

Speaking at the signing ceremony, Dr. Forson emphasised that the government remains committed to finalising the remaining restructuring processes before the end of the year. He described the exercise as a critical step toward stabilising the economy and “putting this difficult chapter behind the nation.”

The Finance Minister reaffirmed the government’s dedication to prudent fiscal management and sustainable debt practices, stressing that lessons learned from the current challenges would guide future economic policy.

Dr. Forson also expressed appreciation to the Government and people of Spain for their continued cooperation and support throughout the restructuring process.

 

The agreement is expected to enhance Ghana’s fiscal space, strengthen investor confidence, and consolidate progress toward long-term economic resilience.
