Former NLA PR Head rebukes Listowel Kusi-Poku over allegations against KGL Group

A former Head of Public Relations at the National Lottery Authority (NLA), Mr. Razak Kojo Opoku, has launched a scathing rebuttal against Listowel Nana Kusi-Poku, a member of the NDC communication team and Executive Director of the Good Governance Advocacy Group, Ghana, over what he described as false and ignorant claims regarding the contractual relationship between the NLA and KGL Group.
Speaking in response to comments made by Mr. Kusi-Poku during a recent appearance on Class TV (CTV), Mr. Kojo Opoku strongly refuted suggestions of impropriety or political interference in the NLA-KGL partnership, describing the claims as "misinformed," “comedic,” and “childishly dishonest.”
"Mr. Alex Dadey has absolutely no business relationship with Ken Ofori-Atta, and neither Ken Ofori-Atta nor President Nana Akufo-Addo are shareholders, investors, or directors of KGL Group," he stated emphatically.
Kojo Opoku challenged Kusi-Poku’s understanding of the legal framework underpinning the NLA’s operations, citing the National Lotto Act, 2006 (Act 722), which mandates the Authority to engage private collaborators in the conduct of its operations.
He clarified that the NLA does not directly sell lottery products but instead relies on third-party companies such as KGL Technology Limited to manage sales and operations.
He further highlighted that under Section 2(4) of Act 722, the NLA is legally empowered to partner with private entities for games of chance, but without any obligation to cover the collaborator’s losses.
16 Key Clarifications Issued on NLA-KGL RelationshipTo address the allegations in detail, Mr. Kojo Opoku laid out 16 key points, all aimed at reinforcing the legitimacy and transparency of KGL’s operations:
No payments have ever been made by the NLA to KGL Group to cover losses or winning tickets.
KGL Group has never received financial support from the NLA.
KGL Group is not drawing money from NLA’s resources like other technical contractors.
There has been no default in KGL’s financial obligations to the NLA.
No parallel lotto draws have been conducted by KGL.
KGL is not affiliated with the NPP, Akufo-Addo, or Ofori-Atta.
KGL’s contract was legally acquired in accordance with Act 722.
KGL does not undermine government revenue efforts.
KGL provides value to the NLA and other regulatory bodies.
KGL is a law-abiding corporate entity.
KGL supports the NLA at no cost, while helping fight illegal lottery operations.
KGL ensures sustainability of NLA operations.
KGL is a licensed Lotto Marketing Company, helping the NLA stay competitive.
KGL contributes more revenue than any other NLA-licensed company.
KGL’s license is legitimate, per Act 722 and L.I. 1948.
The contract was approved by the NLA Board and vetted by government representatives.
Mr. Kojo Opoku emphasised that KGL Technology Limited was duly licensed under all relevant sections of the National Lotto Act and the Lottery Regulations, 2008 (L.I. 1948).
He added that the contract was approved by well-qualified representatives from the Ministry of Finance, Ministry of Interior, and the Attorney-General's Department — all of whom, he insisted, are “far more informed than Kusi-Poku.”
“Nation-building is not based on empty hatred and populist rants,” he said. “It is disappointing that someone in Mr. Kusi-Poku’s position would resort to falsehoods and media blackmail, rather than engage with facts and proper data.”
He urged the public to disregard the “malicious distortions” being circulated and assured that the NLA-KGL partnership is a legitimate, value-driven collaboration aimed at boosting government revenue and curbing illegal lottery operations.
