GTEC directs UG to reverse fee hikes by Jan. 12
The Ghana Tertiary Education Commission (GTEC) has instructed the University of Ghana (UG) to roll back all fee increases implemented for the 2025/2026 academic year, citing breaches of established procedures and legal requirements.
In a letter dated January 5, 2026, signed by GTEC Director-General, Prof. Ahmed Abdulai Jinapor and addressed to the Vice-Chancellor of the university, the commission noted that UG raised student fees by about 25% and introduced additional charges without securing the mandatory approvals.
The Commission stressed that such actions violate its earlier directive issued on November 3, 2025, which barred publicly funded tertiary institutions from adjusting fees for the 2025/2026 academic year without parliamentary consent.
GTEC has therefore ordered the immediate reversal of all fee increments and the suspension of any newly introduced levies. It further directed that continuing students who paid the increased fees should have the excess credited to their accounts in the next academic year.
For final-year students, the Commission said any overpayments must be refunded. All existing dues, including SRC and GRASSAG charges, are also to be reverted to their 2024/2025 academic year rates.
The Commission additionally directed the suspension of new fees such as 75th Anniversary charges and Development Levies, where applicable, unless they were already in existence in the previous academic year.
UG has been given a deadline of January 12, 2026, to submit evidence of full compliance to the Commission. GTEC warned that failure to adhere to the directive would attract strict regulatory sanctions.
It further indicated that any deviation from the directive must receive written authorisation from the Minister for Education. The Deputy Minister for Education, Dr. Clement Apaak, has been designated as the liaison between the Ministry and the University of Ghana on the issue.
GTEC reiterated its resolve to enforce the Fees and Charges Act and ensure transparency and accountability in fee-setting across Ghana’s tertiary education institutions.
