Businessman Richard Anthoumma Jakpa, the third accused in the case of The Republic v. Cassiel Ato Forson & 2 Ors (Suit No. CR/0198/2022), has formally petitioned the Criminal Investigations Department (CID) of the Ghana Police Service, alleging serious misconduct by former Attorney-General Godfred Yeboah Dame.

In a petition dated July 23, 2025, and addressed to the Director-General of CID, Jakpa claimed that Mr. Dame attempted to induce him to give false testimony in order to implicate the first accused,  Dr. Cassiel Ato Forson, a former Deputy Minister of Finance and current Finance Minister.

According to Jakpa, during the trial in March 2024, Mr. Dame personally phoned him and urged him to tailor his testimony to incriminate Dr. Forson, even if it meant departing from his own knowledge of the case.

He further alleged that the then Attorney-General advised him to obtain a falsified medical excuse duty in order to delay proceedings until Dame could be present in court.

Jakpa, who served as Executive Chairman of Jakpa At Business Limited, said he resisted the request, describing it as “criminal, dishonest, and unethical.”

He accused Dame of attempting to manipulate the judicial process by fabricating evidence and misleading the court.

“The attempt by Godfred Dame for me to testify in a particular way so as to dishonestly, wickedly and without an iota of conscience implicate  Dr. Ato Forson … constitutes a crime (fabrication of evidence),” the petition reads.

He warned that such conduct, if left unchecked, could undermine public trust in the Office of the Attorney-General and “breach the peace of the country.”

Jakpa has attached what he describes as a recording of his conversation with Dame as evidence for CID investigators and has called for an urgent inquiry into the matter.

Jakpa concludes his petition with an appeal for justice, urging the CID to conduct a thorough and expeditious investigation.
