the Chief Executive Officer of the Driver and Vehicle Licensing Authority (DVLA), Julius Neequaye Kotey, has underscored the institution's strategic initiatives aimed at modernising and strengthening its operations through international collaboration and foreign policy partnerships.

He appeared before the Public Accounts Committee of Parliament today, Monday, October 27, 2025.

Mr Kotey revealed that DVLA was working closely with Ghanaian embassies abroad to address issues related to fake licenses issued outside the country.

He explained that the agency planned to embed biometric verification systems at diplomatic missions, ensuring that only authentic driver's licenses were issued, thereby reducing fraud and enhancing national security.

Beyond international cooperation, Mr Kotey detailed a series of programmes rolled out since he assumed office, aimed at improving service delivery, security, and compliance.

These include; the expansion of physical offices across Ghana to enhance accessibility, the registration of heavy earth-moving equipment to curb illegal mining activities, and the adoption of cutting-edge technology for vehicle and license security.

One of the notable initiatives discussed was the procurement of new biometric equipment to meet ISO standards, expected to be operational by 2026.

This upgrade is expected to enable the issuance of internationally recognised biometric driver's licenses, facilitating smoother cross-border travel for Ghanaian citizens.

Mr Kotey also highlighted efforts to modernise vehicle registration plates by introducing scannable, RFID-enabled number plates with embedded security features. These will help law enforcement verify vehicle identities swiftly and combat vehicle smuggling and illegal registration practices.
