CODEO observers report delays and incidents in Ghana’s 2024 elections
The Coalition of Domestic Election Observers (CODEO) has highlighted significant delays in the opening of polling stations during Ghana’s 2024 general elections.
At a press briefing, CODEO Co-chair Rev. Fred Deegbe reported that as of 6:00 AM, election officials were present at only 85% of polling stations, with 12% having no officials in attendance, and 3% already opened before CODEO observers arrived.
By 7:15 AM, just 66% of polling stations had commenced voting, while 31% experienced delays between 7:16 AM and 8:00 AM, primarily due to the late arrival of staff or missing electoral materials.
Another 4% opened between 8:01 AM and 10:00 AM, with 1% starting after 10:00 AM.
The Northern Region recorded the highest percentage of delayed openings, with 52% of polling stations starting after 7:50 AM.
Other regions facing significant delays included the North East (49%), Greater Accra (47%), and Eastern (42%).
Despite the setbacks, the voting process has been largely smooth.
Observers reported that 74% of polling stations were equipped with the expected number of biometric devices, although 26% had only one device.
Voter registers, ballot booklets, and serial numbers were in proper order at all polling stations observed. Additionally, ballot boxes were verified to be empty, sealed, and visible to voters before voting commenced.
Security arrangements were also noted, with personnel present at 98% of polling stations.
Of these, 78% were unarmed, while 20% had armed officers on-site.
CODEO observers documented some incidents during the process, including 14 cases of intimidation or harassment, 30 instances of violence, 18 violations of voting procedures, and three reports of vote-buying.
Rev. Deegbe praised the Electoral Commission of Ghana for its efforts in organizing a peaceful and transparent election despite the challenges.
"While there are areas for improvement, the overall process demonstrates progress and dedication to upholding democratic principles," he stated.
CODEO has urged all stakeholders to remain calm and committed to ensuring a credible electoral process as voting continues.
