CRC meets Minority over proposed reforms

The Constitution Review Committee (CRC) yesterday, Tuesday, September 30, 2025, held its first official engagement with the Minority (NPP) Caucus in Parliament as part of ongoing consultations on possible constitutional amendments.

The meeting, which took place at the Conference Room of the Minority Leader in Parliament House, was led by Hon. Alexander Afenyo-Markin, the Minority Leader, alongside members of the Caucus’s in-house constitutional and legal affairs committee.

During the session, the CRC briefed the Minority on the nationwide engagements and public consultations conducted since the beginning of the year, highlighting some of the key issues under consideration.

The discussions covered a wide range of proposals, including:

The possible fusion of membership between Parliament and the Executive,

The proposed election of Metropolitan, Municipal and District Chief Executives (MMDCEs),

The role of political parties in local government elections,

Reforms to Article 71 office holders,

The number of non-Cabinet Ministers,

The jurisdiction of the Supreme Court,

Accountability of the security services for human rights violations, and

The scope of the President’s appointment powers.

The exchanges were described as robust, frank, and constructive, with both sides acknowledging the importance of building consensus around key constitutional questions.

Mr. Afenyo-Markin commended the CRC for its work and pledged that the Minority would, in the coming days, submit a written memorandum outlining its positions and proposals on the reforms.

He further called on Civil Society Organisations to remain vigilant and play their watchdog role in national affairs “without fear, favour, or bias.”

 

The engagement forms part of the CRC’s broader mandate to solicit input from political actors, civil society, and the general public as it works toward shaping recommendations for a comprehensive constitutional reform process
