NDC Caucus nominates Bernard Ahiafor for First Deputy Speaker in 9th Parliament

The National Democratic Congress (NDC) Caucus in Parliament has selected Bernard Ahiafor, the Member of Parliament-elect for Akatsi South Constituency in the Volta Region, as their candidate for the position of First Deputy Speaker in the upcoming 9th Parliament.
This decision was made during a caucus meeting on Monday morning, where members unanimously endorsed Mr. Ahiafor for the role.
According to Article 95 (1) of the 1992 Constitution, Parliament must elect a Speaker from among its members or individuals qualified to serve as MPs.
Additionally, the Constitution provides for two deputy speakers—First and Second—who act in the Speaker’s absence.
The NDC caucus, which has already decided to support Alban S.K. Bagbin for re-election as Speaker, believes Mr. Ahiafor is well-suited to serve as First Deputy Speaker.
The First Deputy Speaker assists the Speaker in overseeing parliamentary debates, ensuring compliance with rules and procedures.
In the Speaker’s absence, the First Deputy Speaker assumes the Speaker’s duties, requiring neutrality and a thorough understanding of parliamentary operations.
If both the Speaker and First Deputy Speaker are unavailable, the Second Deputy Speaker takes over.
By convention, the Second Deputy Speaker position is typically reserved for the minority party.
However, with the NDC currently holding a near two-thirds majority of 183 seats in the 9th Parliament, the party may decide to nominate its own candidate for the role.
Bernard Ahiafor has represented the Akatsi South Constituency in Parliament since 2013.
A practicing lawyer, he is recognized for his expertise in legal matters, having served on the Constitutional, Legal, and Parliamentary Affairs Committee.
His experience and commitment to parliamentary service have positioned him as a strong candidate for the First Deputy Speaker role.
The NDC caucus is confident that his leadership will contribute to the effective functioning of the 9th Parliament.
