Management of Tema Oil Refinery (TOR) Limited has officially confirmed the resumption of crude oil refining at the facility, validating reports that the facility is alive and marking a significant milestone in Ghana’s downstream petroleum sector after several years of operational shutdown.

Crude oil processing restarted at TOR’s Crude Distillation Unit (CDU) on Friday, December 19, 2025.

The refinery is currently processing about 28,000 barrels of crude oil per stream day.

The development has been welcomed by petroleum consumers and industry stakeholders, many of whom had expressed growing concern over the refinery’s prolonged inactivity and deteriorating state.

According to TOR, the restart follows extensive rehabilitation works carried out on the CDU between August 1 and October 30, 2025.

The maintenance programme was undertaken in accordance with internationally accepted engineering, safety and operational standards to ensure the ageing facility meets modern performance requirements.

In a statement issued on Saturday, December 27, management attributed the refinery’s revival to sustained government support and clear policy direction.

TOR commended President John Dramani Mahama for what it described as his vision, leadership and commitment to restoring the refinery as a key component of Ghana’s energy infrastructure.

The company also acknowledged the Minister for Energy and Green Transition, Dr. John Abdulai Jinapor, for providing technical oversight and ensuring the rehabilitation and restart process aligned with national energy priorities.

TOR further expressed appreciation to its Board of Directors, management and entire workforce for their resilience, professionalism and dedication throughout the extended shutdown period.

Management noted that staff played a critical role in preparing the plant for restart and remains committed to sustaining operations and achieving operational excellence.

The Board and Management also thanked industry stakeholders and the Ghanaian public for their patience, confidence and continued support during the refinery’s long journey to recovery.
