Sam George receives DTT Committee report, promises new governance framework for digital TV
The Minister of Communication, Digital Technology and Innovations, Samuel Nartey George, has formally received the final report of the Digital Terrestrial Television (DTT) Committee, describing it as a major milestone in efforts to secure the long-term sustainability of Ghana’s digital TV platform.
Speaking at the ceremony, the minister said the report marks the beginning of the next phase of government’s work to strengthen the governance and operational efficiency of the DTT platform.
“Today’s ceremony marks an important milestone in our collective efforts to ensure the long-term sustainability, efficiency and effective governance of Ghana's digital terrestrial television platform,” he stated.
Sam George recounted that the journey had not been easy, moving “from complaints to the parliamentary select committee to courts to meetings where we were walked out of.”
To address the challenges, he convened the first broadcaster stakeholder meeting on 24 February 2026, and subsequently set up the DTT Committee to review technical, financial, operational, and institutional issues affecting the platform.
The minister credited the progress to collaboration across the sector.
“One of the most encouraging outcomes of this process has been the spirit of collaboration demonstrated by all stakeholders. Staff from the ministry, regulators, public broadcasters, private broadcasters, and technical partners have each brought unique perspectives to the table,” he said.
“We trusted the process, and here we are today. Ebenezer, thus far, the Lord has brought us.”
He specifically acknowledged the Ghana Broadcasting Corporation, KNET Limited, the NCA, the NMC, GIBA, and all technical partners for their contributions.
The minister said the ministry will carefully study the committee’s findings before taking policy decisions. To ensure consensus, he promised to issue a White Paper to all DTT committee members ahead of any implementation.
“The objective will be to establish a governance and operational framework that will be transparent, equitable, financially sustainable, and capable of supporting continued investments and innovation within Ghana's broadcasting sector,” he explained.
He added that the success of the DTT platform must ultimately be measured by reliable service delivery, media pluralism, and support for local content.
“So, I hope you support local content development and ensure that all Ghanaians continue to benefit from accessible, high-quality, free-to-air television services.”
Sam George said the achievement reflects President John Dramani Mahama’s commitment to resolving long-standing challenges in the communications sector.
“Let me be quick to say that the funds are really not mine. They belong to His Excellency John Dramani Mahama, who has sat in this chair and has guided my hand along this path,” he noted.
He praised the committee for completing in 5 months what had remained unresolved for 10 years.
“What took 10 years to fix, you achieved in five months. This is your victory.”
“Now, I can go back and report to my boss and say, boss, yet another one achieved. Promise made, promise kept,” he concluded.
The minister assured stakeholders that government will continue to address challenges in the sector “one by one, with God being our helper.”
The event was attended by the Deputy Minister, Chairman of the Parliamentary Select Committee on Communications, Chief Director of the Ministry, heads of agencies, and representatives of broadcasters and media associations.
