President Mahama launches Free Tertiary Education for Persons with Disabilities Policy
President John Dramani Mahama has launched the Free Tertiary Education for Persons with Disabilities Policy, describing it as a defining milestone in Ghana’s pursuit of inclusion, equality, and social justice.
Speaking at the launch in Accra, President Mahama said the initiative, themed “Disability, Not Inability – Advancing Inclusive Access to Higher Education under the RESET Agenda,” reflects his government’s belief that the true measure of a nation lies in how it treats its most vulnerable citizens.
“This initiative is not an act of charity. It is an act of justice and equality — a strategic investment in Ghana’s most valuable resource, its people,” President Mahama said. “When we exclude, we waste talent. But when we include and empower, we multiply national progress.”
Under the new policy, all persons with disabilities who gain admission into accredited public tertiary institutions will have their fees fully covered by the state. The programme will be administered by the revamped and digitised Students Loan Trust Fund (SLTF) to ensure transparency, efficiency, and sustainability.
President Mahama noted that the initiative fulfils a key promise in the RESET Ghana Agenda to make higher education accessible to all Ghanaians, regardless of physical condition or financial circumstance. It also builds on Ghana’s long-standing commitment to disability rights — from the passage of the Persons with Disability Act (Act 715) in 2006, to the ratification of the UN Convention on the Rights of Persons with Disabilities in 2012, and the Inclusive Education Policy launched in 2015.
